Approved by San Francisco voters in 2002 and implemented in 2004, Proposition N (better known as "Care Not Cash") reduced payments to indigent adults from the County Adult Assistance Program (CAAP).

The intent of the program was to enhance services and enlarge housing opportunities for homeless individuals who appeared to regularly re-cycle through city assistance programs because they used their cash grants foolishly.
