The 2013-2014 HAP Manual has many changes that are not currently part of SFHomeless.net. The question is whether the wiki or the manual contains the most up to date information. The most efficient way to ensure the wiki has the best information is to add the 2013-2014 HAP Manual text into its respective wiki agency page under a new section “2013-2014 HAP Manual Updates”. It will then be up to future wiki users to determine whether and how to update the agency page with the new information.

IRS Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) Free tax return preparation programs available in most communities. Volunteers help prepare basic tax returns for individuals who have low or limited income. Some sites offer electronic filing without charge: Call 800-829-1040 to find the nearest VITA or TCE sites or call AARP at 888-AARP-NOW (888-227-7669) for the nearest sites. The IRS offers a Spanish language Web site at www.irs.gov/espanol. Assistance is also available on the toll free phone lines.
Taxpayer Advocate Service An independent organization within the IRS, headed by the National Taxpayer Advocate, which helps individual and business taxpayers resolve problems with the IRS by: Ensuring taxpayer problems that are not resolved through normal IRS channels are promptly and impartially handled; Assisting taxpayers who are facing hardships; Identifying issues that compromise taxpayer rights, increase taxpayer burden or create problems; and Bringing these issues to the attention of IRS management.
